Sheffield Wednesday Confronts Major Issues, Declares New Football Authority

'Our role is integral to football's future' - football oversight chief the regulator's chair

The team's persistent issues represent a a "significant problem" and the football regulator is seeking powers to look into club affairs in similar circumstances, the recently named head David Kogan has announced.

During an extensive discussion, Kogan, who was appointed on Monday, showed understanding towards the club's followers.

The chairman convened with four fan organizations representing the South Yorkshire club this week.

The football club have been struggling on and off the field in this season, with the club failing to pay players on time on several different times, including in September.

"Evidently Wednesday represents a major concern for the league and a substantial concern for English football," the chairman stated.

"The club represents one of the great brands for the English game and recently we have met supporters' organizations.

"We're now looking to get powers... which will enable us to take the club and similar situations submitted for our review if they warrant scrutiny and addressed."

Financial Struggles and Ownership Situation

Wednesday's embattled owner the current owner suggested earlier this year he would be prepared to relinquish control at their home ground, but he has been unable to finalize an agreement with potential new owners.

Delayed salary payments on time in March and May caused limitations by the English Football League (EFL) in June, preventing the club from carrying out any recruitment activities for the next three transfer windows, although that restriction was lifted in the end of the transfer window.

Official's Viewpoint

The chairman stated: "The position was created for the supporters of Wednesday, Bury or any football club where fans are dedicated to a regional establishment that has represented their community in multiple situations.

"I have absolute sympathy for Sheffield Wednesday, as I do for each organization that since 1992 have gone to the wall, or nearly ceased operations, for causes separate from the supporters."

Inquired if the authority might compel an chairman to relinquish a club if they are deemed unsuitable, the regulator answered: "If your question is 'would we intervene in the final instance?', the response would be once we gather the evidence and comprehend the circumstances, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be viewed as the ultimate measure and the oversight body would choose to cooperate with proprietors.

"The final option we would consider is start getting involved with an particular organization, an particular chairman, without having the opportunity to collaborate with that chairman to fix the challenges confronting the team and the proprietor's dealing with," the regulator explained.

"However, realistically, when you look back over the history of the sport, over the recent generations there have been some owners, a small minority, but certain individuals who have acted carelessly in the approach they have taken toward their clubs and ultimately don't wish to take responsibility for the coming years."

'If we get it wrong, extraordinary progress vanishes'

The chairman convened with delegates from multiple organizations to explain the responsibilities of the regulator on Wednesday and insisted it was a "proactive meeting" with a "significant participation" from the grassroots to elite level.

"The role holds considerable importance, because should mistakes occur, if the sport makes errors, the significant advances achieved might evaporate swiftly," Kogan said.

"This represents everyone's worst fear in the terms of English football is a huge success story - we must maintain momentum.

"Substantial financial resources coming into football and has been channeled for the recent generations, because there's no guarantee it will keep flowing into the sport, which is part of the rationale behind I think we have to take a really clear view on risk and of course, of the next two or three years."

Top Flight Apprehensions

Elite division representatives objected to the establishment of an oversight body because of apprehensions regarding adverse consequences on the elite division's competitive balance, but the regulator stated: "I completely endorse the prosperity and expansion as an economic entity of the top division.

"I of all people understand the apprehension regarding damaging the Premier League as a premium product of England. But at the same time, if you talk to the Premier League after this week's discussion, they would have had a significant degree of comfort -and, indeed, they have been informing us confidentially they have a considerable comfort."

Political Connections

The chairman continues to confront a "comprehensive investigation" by the official appointments authority after he revealed he contributed money to the opposition group in recent years.

The 68-year-old provided financial support for Culture Secretary Lisa Nandy's leadership campaign, along with that of the current Prime Minister.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that ideological connection terminated the day the parliamentary committee confirmed my selection," Kogan said.

"I currently have no participation in any type of partisan engagement."
